If you have saved contacts within Outlook and you wish to have them synced to your mobile device, you must toggle the Sync Contacts within Settings of Outlook for Mobile.
1. Open the Outlook App.
2. Tap on Settings/Gear Wheel.
3. Tap Save Contacts to save contacts to your phone.
